CHARACTER OF THIS CLASSIFICATION LEVEL

In positions at this level, incumbents are responsible for functions which involve considerable specialization.  An incumbent is normally responsible for supervising and/or acting as a senior resource person in an area of the library.  Incumbents are required to make recommendations on policies and procedures, be responsible for the security of library premises, and supervise and train a group of staff.  Under the direction of an academic librarian, responsibilities are expected to be performed with considerable independence.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES WHICH ARE INTENDED TO ILLUSTRATE THE CHARACTERISTICS OF THIS CLASSIFICATION LEVEL AND SHOULD NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION WITHIN THIS CLASSIFICATION LEVEL
  1. Supervises the operation of an area of the Library, planning, organizing and delegating various activities and ensuring the accuracy and completion of work in the area
  2. Interviews, trains, evaluates performance and recommends selection and discipline of staff, updates position descriptions and refers unresolved or serious problems to a senior staff member
  3. Maintains personnel and payroll records for an area
  4. Acts as coordinator and/or resource person to other staff members for development and maintenance of appropriate Integrated Library System modules and their implementation
  5. Establishes and maintains operational guidelines, standards, policies and procedures for an area (e.g. copyright clearance acquisitions, metada) and recommends changes to existing or creation of new policies and procedures
  6. Compiles specialized statistics and prepares reports related to the operation of an area
  7. Monitors budgets, expenditures, prepares budget reports for an area and communicates with Financial Services and agencies regarding financial issues and reporting matters
  8. Balances and deposits monies collected in an area and processes invoices and received resources
  9. Establishes and maintains specialized filing systems for an area and recommends improvements/enhancements to manual and automated systems
  10. Annually organizes and supervises an inventory of holdings within an area and participates in regular collections analysis
  11. Contacts suppliers, staff and students to discuss and solve problems with orders, special requests, availability of materials, etc.
  12. Maintains effective working relationships with other areas, staff, students and outside agencies, organizations and patrons
  13. Plans and organizes special projects as required or assigned
  14. Attends meetings and serves on library committees, projects and assignments
  15. Supervises the operation of the electronic mail, communication systems and development of website materials for an area
  16. Works with others to develop/maintain a current, accurate policies and/or procedures manual for an area
  17. Maintains current knowledge of concepts, practices, issues and technologies used in an area
  18. Acquires and circulates resources using appropriate systems, tools and techniques
  19. Deals directly with patrons on document delivery issues, resolves problems and explains library policy
  20. Actively participates in the development and delivery of a specific program (e.g. Information Literacy) or service (e.g. media) including maintaining databases, resources, etc.
  21. May operate a camera to take personal photos, issue and update identification cards for library patrons
  22. May perform shelving, shelf reading and bibliographical searches using catalogues, bibliographies and indexes
  23. Attends meetings and participates in committees, projects and assignments
  24. Performs other related duties as required or assigned
QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory)  performance are:

Level of Formal Education 

  • High school completion plus a 2 year diploma from a recognized library technician's program 
  • Undergraduate Degree desirable
Experience
  • Four years of directly related library experience using procedures, standards and systems appropriate to the area of which one year involved directing and/or supervising the work of other employees at a lower level
  • Some positions require a working knowledge of HTML and web page standards and development tools and/or web based database environments
  • or
  • An acceptable equivalent combination of education and experience
Skills and Abilities
  • An extensive knowledge of library techniques and practices
  • Ability to communicate effectively orally and in writing with faculty, staff, students, and the public
  • Ability to work independently and cooperatively with others
  • Ability to apply and allocate automated and manual procedures
  • Ability to prepare detailed reports
  • Some positions may require strong speaking skills
  • Demonstrated ability to train and direct the work of other employees at a lower level
  • Accurate keyboard skills and the ability to use software packages currently in use
  • In some positions, a working knowledge of a language other than English would be an asset
